истзакон Шермана (Закон о закупке серебра, Закон о государственных закупках серебра)Компромиссный законодательный акт 1890, который был призван удовлетворить интересы владельцев месторождений серебра и сторонников свободной чеканки серебряных монет [ free silver]. Положения закона могли бы привести к увеличению вдвое ежемесячных закупок серебра правительством США. Закон чуть было не подорвал золотой запас страны, но был отменен при администрации Г. Кливленда [Cleveland, Grover] после начала финансовой паники 1893 [ bank panic]. Носит имя автора инициативы - сенатора Дж. ист"Серебряные" демократыГруппировка членов Демократической партии [ Democratic Party], выступавших за неограниченную чеканку серебра [ free silver], сложилась в последней четверти XIX в. на фоне подъема общественного движения за "дешевые деньги". Первоначально основные усилия направляли на проведение в жизнь Закона Блэнда-Эллисона [ Bland-Allison Act] (1878), в 1890 в союзе с частью республиканцев [Republicans] добились принятия закона Шермана о закупке серебра [ Sherman Silver Purchase Act]. Последовавшая после финансовой паники 1893 [ bank panic] отмена этого закона привела к расколу Демократической партии и переходу "серебряных" в оппозицию к ее руководству во главе с Г. Кливлендом [ Cleveland, (Stephen) Grover]. В марте 1895 лидеры блока, в том числе У. Дж. Брайан [ Bryan, William Jennings] выступили с обращением, объявив денежный вопрос главным и призвав своих сторонников добиваться контроля над партией. Получили большинство на Национальном съезде партии в Чикаго (1896). Классическим выражением их взглядов стала "Речь о золотом кресте" [ Cross of Gold Speech]. Успешное введение в 1900 золотого стандарта [ gold standard] подорвало позиции "серебряных", и руководимая ими партия вторично потерпела поражение на президентских выборах.
